If you wanted to express a concern or had a question for
senior leadership in The Upjohn Company, the CQ System was
the anonymous way to do that. I think all employees felt it
really was anonymous and that they could say whatever they
wanted. The system was administered by the Ombudsman's
office. I remember that in the early 1980s the Ombudsman was
John Dobbie. Later it was Elizabeth Clark. The Ombudsman was
located in a separate building on the west side of Portage
Road opposite Building 41. This was one of the houses built
before the construction of the Upjohn site. Here are a few
examples of CQ submissions and responses from the early
1990s that were given to me by a friend.
